Raptors Up Against Hard Cap; Harper Lukewarm On Toronto's Offseason

After signing Sviatoslav Mykhailiuk to a two-year contract earlier this week, the Raptors find themselves right up against their $143MM hard cap for the 2021/22 season, notes ESPN’s Bobby Marks (Twitter link).

Although the Raptors only have about $133.5MM in guaranteed money on their books, the team is just $155K below the hard cap due to all the non-guaranteed money on its books, along with Gary Trent Jr.‘s incentives and Nando De Colo‘s qualifying offer, according to Marks.

While Toronto’s financial situation is worth noting, it shouldn’t hamstring the team’s flexibility this fall. The Raptors could still add a 20th man to their training camp roster by signing a player to an Exhibit 10 contract, since those deals don’t count toward the hard cap. And once the team starts making cuts to get down to the 15-man regular season limit, it will create some additional breathing room below the hard cap.

Zach Harper of The Athletic assigns the Raptors a grade of B-minus for their offseason, praising the team’s additions of Scottie Barnes and Precious Achiuwa, but acknowledging that Kyle Lowry‘s departure will be a major loss to overcome.

Latest On Ben Simmons

The Warriors have been mentioned as a possible destination for the Sixers to send Ben Simmons, but the teams haven’t engaged in serious trade talks, according to Anthony Slater of The Athletic.

Sources tell Slater that their discussions on Simmons have been limited to a single phone call before the draft in which Philadelphia president of basketball operations Daryl Morey asked for Andrew Wiggins, James Wiseman, Golden State’s two picks in this year’s lottery, and a pair of future first-rounders. The Warriors’ front office declined the offer and no further negotiations took place.

Golden State could still get involved if Morey lowers his asking price, but Slater doesn’t expect Simmons to wind up in San Francisco. He points out concerns about how effective a lineup with Simmons and Draymond Green would be when neither is an effective shooter and notes that the Warriors aren’t desperate to make a move. They have 14 players on guaranteed or partially guaranteed contracts, and it’s assumed throughout the organization that those 14 will make up the opening-night roster. The team isn’t making any trade calls and doesn’t plan to seek any deals before the season begins, sources tell Slater.

In addition, owner Joe Lacob is a strong supporter of both Wiseman and Jonathan Kuminga and would be reluctant to part with either player, Slater adds. Morey would likely ask for at least one of them in return for Simmons, which would be a tough sell for Lacob. Slater sees the Warriors’ best offer as Wiggins and future picks, and he believes the Sixers will have better options.

The Timberwolves and Raptors have been linked to Simmons most frequently over the summer, Derek Bodner states in an Athletic roundtable on a potential deal. He believes the Cavaliers could be a “wild card” as well and notes that the Sixers’ options improve if a multi-team deal can be worked out. Sam Amick points out that the Wolves – with president of basketball operations Gersson Rosas – and the Kings – with general manager Monte McNair – both have executives who worked closely with Morey during his time in Houston.
Confirming a Wednesday night report from Amick, Jason Jones of The Athletic writes in a mailbag column that the Kings aren’t willing to part with De’Aaron Fox or Tyrese Haliburton to acquire Simmons. He’s skeptical that the Sixers would be interested in an offer of Buddy Hield and Marvin Bagley, who are both below-average defensive players.

Sviatoslav Mykhailiuk Signs With Raptors

SEPTEMBER 1: The Raptors finalized the signing of Mykhailiuk on Tuesday, according to NBA.com’s official transactions log. As Michael Scotto of HoopsHype tweets, the two-year deal is worth the minimum salary.

AUGUST 28: The Raptors have reached a two-year agreement with free agent Sviatoslav Mykhailiuk, tweets Shams Charania of The Athletic. The deal was confirmed by his agency, Sports International Group.

The contract will include a player option for the second season, according to Charania (Twitter link), who states that several contenders were interested in signing the 24-year-old swingman.

Mykhailiuk finished last season with the Thunder after being acquired from the Pistons in March. He averaged career-best numbers with 10.3 PPG and 3.0 RPG in 30 games with Oklahoma City while shooting 43.8% from the field and 33.6% from three-point range. He was originally a restricted free agent, but became unrestricted when OKC pulled his qualifying offer.

Mykhailiuk was selected by the Lakers with the 47th pick in the 2018 draft and was traded to Detroit midway through his rookie season.

Once the signing becomes official, Toronto will be up to 19 players, one short of the roster limit heading into camp. The Raptors now have 12 players with guaranteed contracts and both two-way slots filled.

Charania’s Latest: Simmons, Markkanen, Blazers, Brooks

Although the Sixers have told teams they’re comfortable bringing back Ben Simmons for the 2021/22 season, rival executives are skeptical, according to Shams Charania of The Athletic, who says those execs think it’s just a matter of time before Simmons is moved. All signs continue to point to Simmons’ career in Philadelphia coming to an end, Charania writes.

Still, while the Sixers have held “expansive” discussions with multiple teams, they haven’t gotten close to completing a deal yet. The Timberwolves and Raptors are two teams in the mix for the three-time All-Star, per Charania. However, sources tell The Athletic that the Wolves’ assets may not appeal to Philadelphia and they might need to find a third team to get something done, while Toronto’s proposals haven’t piqued the 76ers’ interest yet.

As has been reported previously, the Sixers’ dilemma is complicated by the fact that they’d love to use Simmons as the centerpiece in a Damian Lillard offer, but the Trail Blazers‘ point guard appears set to open the season in Portland as he continues to evaluate the team’s present and future, writes Charania.

Although the Bulls never seemed focused on signing Lauri Markkanen to a long-term deal, the high asking price they set in sign-and-trade negotiations sent a message to executives around the league that they valued him and weren’t willing to lose him for nothing, writes Charania. According to Charania, the second-round pick the Bulls received from the Cavaliers in the Markkanen trade had been a sticking point in negotiations.
Markkanen “fully expected” to be signed-and-traded to the Spurs in the Bulls‘ acquisition of DeMar DeRozan, but Chicago is believed to have pulled him from that package, sources tell Charania.
Before getting involved in the Markkanen deal to acquire Larry Nance from Cleveland, the Trail Blazers had interest in Grizzlies wing Dillon Brooks, sources tell Charania. One report suggested that Memphis was willing to listen on inquiries about Brooks.

Ishmail Wainright Determined To Win Roster Battle

Blake Murphy of The Athletic takes an in-depth look at Raptors camp invitee Ishmail Wainright, a selfless, hard-working player whom Murphy describes as a “walking culture-builder.” Wainright, who has played in Europe since 2018, has a partial guarantee and is vying for a spot on Toronto’s regular season roster. As Murphy writes, the 6’6″ forward is determined to stick in the NBA. “I’m here to stay,” he said. “I don’t plan on going back overseas. Ever.”

Implications Of Sviatoslav Mykhailiuk Deal For Raptors

With the signing of Sviatoslav Mykhailiuk, the battles for the Raptors’ final roster spots are coming into focus, Blake Murphy of The Athletic tweets.

Murphy writes that the player option included in Mykhailiuk’s deal makes it very likely he gets one of the team’s final roster spots, especially given Toronto’s lack of guaranteed depth at the shooting guard spot. Second-round pick David Johnson and partially-guaranteed Ishmail Wainright are the only shooting guards on the roster beyond Gary Trent Jr. Fred VanVleet has seen plenty of time at the position in recent years, but is almost certainly going to start games as the team’s point guard.

Murphy adds that if Mykhailiuk is guaranteed a spot on the 15-man roster, that means that Wainright, Freddie Gillespie, Sam Dekker, Isaac Bonga, and Yuta Watanabe will vie for the final three openings. Gillespie and Watanabe both showed promise for the Raptors in limited time last season, while Bonga has at times proved an interesting, potential-filled player as a 6’9″ playmaker with decent defensive instincts and some shooting ability.

Murphy added in a response to his initial tweet that Watanabe is considered a heavy favorite for a spot after his strong play last season, but given his non-guaranteed contract, he’s not quite a lock. Murphy also says that Egyptian big man Anas Mahmoud is likely to receive an Exhibit 10 deal.

In a final tweet, Murphy adds that the Raptors are operating like a team that knows that it’ll be able to move Goran Dragic by the deadline to avoid a tax bill.

Agent: Pascal Siakam Doesn’t Want To Be Traded

Pascal Siakam has been the subject of trade rumors following the Raptors‘ disappointing season, but the fifth-year forward isn’t looking to be moved, agent Todd Ramasar said in an NBC Sports podcast.

“That’s the last thing on his mind,” Ramasar said. “… He loves it there. Yes. He won a championship. … That’s never come from us that there’s a change … Because of the pandemic, because the Raptors missed the playoffs, there’s been a lot of speculation around (about a trade), but it’s not because of Pascal or anything he’s said. Or even the organization. I think that’s just the chatter that picks up going into an offseason.”

Ramasar’s statement meshes with a report last week that Toronto isn’t trying to trade Siakam during this offseason. He’s under contract for $106MM over the next three seasons, so there’s no urgency to make a move, even if the team decides he’s not in its long-term future.

Several teams called this summer to see if Siakam is available, sources tell NBC Sports, and the Kings, Warriors and Clippers have been mentioned among those who expressed interest.

Siakam’s performance declined last season, which led to speculation that he might be on the trade market. Although he averaged 21.4 points and 7.2 rebounds in 56 games, those numbers were down slightly from the 2019/20 season and his efficiency dipped as well. The Raptors’ decision to draft Scottie Barnes with the No. 4 pick fueled rumors that Siakam might be headed elsewhere.

However, there were factors that contributed to Siakam’s decline. He was among several players who contracted COVID-19 midway through the year, and he suffered a shoulder injury late in the season that forced him to have surgery.

Siakam is currently rehabbing from that operation and Ramasar expects him to reach an All-Star level again. Also, his agent wants to remove any distractions that trade rumors might be causing.

“First of all, it’s about understanding when it is purely speculation as opposed to there being some substance to that, right? Is there traction to those rumors?” Ramasar said. “It starts with having good communication and a great relationship with the team and management, and communication. And it’s understanding that, because this is a business, at any point you can be traded… But in this situation, knowing that it was more so speculation than anything else, it’s having those conversations with the client. It’s also the team reassuring the player, in this case Pascal, and then you move forward and stay in control of the things you have control over.”

And-Ones: Kilpatrick, Bennett, Bates, Mahmoud, 2022 Draft, Baker

Israel’s Hapoel Jerusalem continued its push to sign former NBA players, adding Sean Kilpatrick and Anthony Bennett to its roster, according to the team’s social media feed (Twitter links). Kilpatrick played in Turkey last season and hasn’t appeared in an NBA contest since 2018. Bennett, a former No. 1 overall pick, had his contract with a Puerto Rican franchise terminated last month. He hasn’t played in the NBA since the 2016/17 season. As previously noted, Hapoel Jerusalem also announced the signing of Pistons and Cavaliers big man Thon Maker.

Baker has been hired as a project manager in Ascension Via Christi’s strategy and business development department. Kevin Pangos Drawing Interest From Cavaliers, Others

Former Gonzaga guard Kevin Pangos, who has spent the last several seasons playing in Europe, is garnering interest from the Cavaliers, according to reports from Chris Fedor of Cleveland.com and Donatas Urbonas of BasketNews.com.

Pangos, 28, has carved out an impressive career overseas, having spent time in Spain, Lithuania, and Russia since going undrafted in 2015. In 2020/21, he averaged 13.5 PPG and 6.6 APG on .449/.390/.845 shooting in 39 EuroLeague contests (28.9 MPG) for Zenit Saint Petersburg, earning a spot on the All-EuroLeague First Team.

According to Fedor, Pangos has received “big” offers to remain in Europe, but it sounds like he’s interested in making the move to the NBA. Urbonas and Blake Murphy of The Athletic (Twitter link) both suggest that the Canadian guard would likely need a guaranteed contract offer to justify a return stateside.

As Urbonas writes, the Grizzlies are among the other teams eyeing Pangos, but they already have too many players on guaranteed salaries on their roster and likely aren’t in position to offer more than an Exhibit 10 contract. Murphy names the Raptors as another NBA club with interest.

Cleveland could ultimately be the best fit for Pangos. As Fedor has previously reported, the team remains in the market for one more point guard even after acquiring Ricky Rubio earlier this offseason. The Cavs also have plenty of roster flexibility, with just 10 players on guaranteed contracts so far — Lamar Stevens, Damyean Dotson, Dean Wade, and Mfiondu Kabengele don’t have full guarantees.
