Louisiana Announces Hornets’ Lease Agreement

1:14pm: The agreement has officially been announced. You can read the details of Governor Jindal's statement via the Times-Picayune.

10:57am: Louisiana governor Bobby Jindal will announce later today that the State of Louisiana and the Hornets have reached an agreement that will keep the team in the city through 2024, with no opt-out clause, reports Jimmy Smith of the New Orleans Times-Picayune. The agreement will also include a guarantee from the NBA that an All-Star Game will take place in New Orleans before 2024.

According to Smith, the state legistature will be asked to approve a capital bond issue of about $50MM, which will be put toward arena improvements. The improvements will allow the Hornets to generate additional revenue and will relieve the state from providing annual subsidies to the team.

The terms of the lease agreement must be accepted by the the new owner of the Hornets when the team is purchased. Smith says that the announcement by the State of Louisiana will indicate to NBA commissioner David Stern that the ball is in his court for consummating a purchase of the franchise.

Anthony Carter Interested In Spurs, Wolves, Heat

The Raptors officially waived Anthony Carter yesterday, giving the team a chance to play more of its young players over the final few weeks of the season. For Carter, the move means he'll likely get a chance to catch on with a contender.

Carter will have to clear waivers before becoming a free agent and signing anywhere he likes, which is no guarantee. But Carter tells Chris Tomasson of FOX Sports Florida that agent Bill Duffy has already talked to the Spurs and Timberwolves about a potential signing (Twitter link). Carter would be interested in joining either team, and wouldn't mind going to Miami either, though the Heat haven't expressed interest yet (Twitter links). Tomasson finds Miami an unlikely destination, since the Heat are more focused on adding a big man (Twitter link).

Carter, 36, spent the first seven seasons of his NBA career playing with the Heat, Spurs, and Timberwolves, respectively. Since then, he's joined the Nuggets, Knicks, and Raptors. In 623 career games, the point guard has averaged 4.8 points and 3.8 assists in 19.6 minutes per contest.

O’Neal Resolution Expected Early Next Week

The Celtics' situation with Jermaine O'Neal should come to a close by early next week, reports A. Sherrod Blakely of CSNNE.com (via Twitter). O'Neal has been sidelined with a wrist injury, and could decide to undergo season-ending surgery, while a contract buyout also seems possible.

Adrian Wojnarowski of Yahoo! Sports suggested yesterday that O'Neal had been angling for a buyout and is interested in rejoining the Heat. The injured Celtic took to his Twitter account to seemingly refute that report, tweeting "You can't always believe what you see and hear on tv!"

Celtics coach Doc Rivers said yesterday that he didn't expect to see O'Neal back on the court for Boston this season, referring to the 33-year-old's wrist injury.

Cavs To Waive Jason Kapono, Sign Manny Harris

9:01pm: Cleveland is expected to sign Manny Harris to replace Kapono on the roster, tweets Jason Lloyd of the Akron Beacon Journal. The team had signed Harris to a pair of 10-day deals earlier this year, so his latest contract will be for the rest of the season. With signing of Donald Sloan earlier today, Harris would put the Cavs roster back at 15 players. 

7:12pm: The Cavs plan to waive small forward Jason Kapono, whom they acquired from the Lakers via trade yesterday, tweets Adrian Wojnarowski of Yahoo! Sports. Tom Reed of The Plain Dealer adds detail in a story.

Kapono is on a one-year minimum-salary deal, making $1,223,166. He counts for $854,389 against the cap, which the Cavs will still be on the hook for unless someone puts in a claim for him. Their post-trade payroll of $70.5MM is well over the cap, but because $18MM of that is a cap hold for the expired Wally Szczerbiak, they are nowhere near the luxury tax threshold. 

The 6'8", 213-pound Kapono's specialty has been the three-point shot, having made 43.4% of his long-range attempts throughout his nine-year career. This year, though, the 30-year-old's three-point percentage is only 29.6% in spot duty for the Lakers. He averaged 2.0 points in 10 minutes a game for L.A.

Rockets Waive Terrence Williams

The Rockets have waived Terrence Williams, according to Jonathan Feigen of the Houston Chronicle (via Twitter).

Williams, 24, had only appeared in three games since the start of February, and played just 23 total games for the Rockets after being acquired at last year's trade deadline. The former 11th overall pick averaged 4.5 points and 2.3 rebounds in 15.1 minutes per game this season.

The former Louisville Cardinal was the only one of Houston's four 2009 draft-lottery players that wasn't shipped out in a trade yesterday — Jordan Hill was sent to the Lakers, while Jonny Flynn and Hasheem Thabeet headed to Portland.

Gerald Green Expects To Re-Sign With Nets

Gerald Green's second 10-day contract is set to expire this weekend, but don't expect Green and the Nets to part ways when the deal ends. Green tells Stefan Bondy of the New York Daily News that, although the paperwork isn't official yet, he plans to sign with the Nets for the remainder of the season (Twitter link).

Green, who had been playing for the D-League for most of the season, has been very impressive in his stint with the Nets, averaging 11.0 PPG on 51.3% shooting in nine games. In the last week, the 6'8" forward has been especially productive, averaging 21.0 points in just 26.2 minutes per game over his last three contests.

Nets GM Billy King told New York's WFAN this morning that the team is in talks with Green to keep him for not just this season, but for next year as well (hat tip to Andy Vasquez of the Bergen Record).

Cavaliers Sign Donald Sloan

Moving quickly to fill the point guard hole left by Ramon Sessions' departure, the Cavaliers have signed Donald Sloan to a contract for the rest of the season, according to the team. Duane Rankin of the Erie Times-News initially reported that the Cavs would sign Sloan.

"This is a result of everything I did last year up to now," Sloan said. "It's paying off…. Anything I can do to come in and help, I'm going to try to make sure I do that and a little bit more."

Sloan, 24, played for the Hawks earlier this season, then signed a pair of 10-day contracts with the Hornets, but only saw action in eight games for the two teams. He had been playing for the Erie BayHawks of the D-League, averaging 22.8 PPG and 7.4 APG in eight contests for the 'Hawks.

Sloan hears from his agent that the Knicks and Rockets also had some interest in signing him.

Spurs Re-Sign Eric Dawson

To get their roster to 12 active players, the Spurs have signed Eric Dawson to a second 10-day contract, according to Mike Monroe of the San Antonio Express-News (via Twitter). The Spurs confirmed the move in a press release.

The Spurs initially signed Dawson to a 10-day deal in February, but didn't re-sign him when that contract expired. Monroe reported at the time that the decision was made for financial reasons. By including T.J. Ford in yesterday's Richard Jefferson/Stephen Jackson trade, the Spurs likely created the future financial flexibility to bring Dawson back.

Dawson played just two games in his first stint with the Spurs. In his NBA debut in Denver on February 21nd, he logged nearly 32 minutes, recording nine points and six rebounds.

Deron Williams Will Explore Free Agency

Dwight Howard opted into the final year of his deal yesterday, waiving his early termination option and ensuring that he remains under contract with the Magic for another season. Deron Williams finds himself in a situation similar to Howard's, with a player option for 2012/13, but the Nets point guard doesn't intend to exercise it.

"I will not opt in," Williams told Stefan Bondy of the New York Daily News (Twitter link). "It's not monkey see, monkey do."

According to Bondy, Williams plans to explore his free agency and weigh his options this summer. The 27-year-old says the next place he plays, whether that's Brooklyn or elsewhere, is where he wants to retire (Twitter links).

While Howard changed his mind about his future a few times, Williams sounds resolute in his plans. He told reporters, including Andy Vasquez of the Bergen Record (Twitter link), that he hasn't lost sleep contemplating this summer like Howard did: "I haven't flip-flopped and gone back and forth. It's not even close to the same situation."

Nets GM Billy King said today on WFAN in New York that he's very confident Williams will re-sign with the team (hat tip to Colin Stephenson of the Star-Ledger).

Buyout Rumors: Jamison, Bell, Diaw, Kaman

With the trade deadline behind us, the next deadline to look forward to is next Friday. Players must be bought out or must clear waivers by March 23rd if they hope to change teams and be eligible to play in the postseason. A number of trade candidates who weren't moved could now become buyout candidates, so let's take a look at the latest rumors on a few of those players:
